Main disconnect

Just wondering if the current code requires panel with main disconnect to be on exterior wall in the basement. Home owner is wanting to keep meter 235 ft away from house and have nothing attached to exterior of house. Wants the panel on interior basement wall
 
As far as the NEC, 230.70 requires the service disconnect to be at a readily accessible location either outside or" inside nearest the point of entrance of the service conductors." If it is located inside, that distance allowed varies by jurisdiction.
Keep in mind some local jurisdictions may have alternate requirements.

If the main disco is @ the meter you can put the panel where you want to.

If the service disconnect is 235' away from the house that means it is a feeder supplying a separate building or structure and 225.32 applies

225.32 Location. The disconnecting means shall be installed
either inside or outside of the building or structure
served or where the conductors pass through the building or
structure. The disconnecting means shall be at a readily
accessible location nearest the point of entrance of the conductors.
For the purposes of this section, the requirements
in 230.6 shall be utilized.

230.70(A)(1) "The service disconnecting means shall be installed at a readily accessible location either outside of a building or structure or inside nearest the point of entrance of the service conductors".
 
First you would want to determine if the lateral is a service lateral or feeder type lateral -- the OP has not distinguished as such -- the only NEC difference is "service conductors outside of building" is applicable -- both allow the service/structure disconnect either outside or inside of building -- Local fire dept or utility may have a say in disconnect location so check with them.

Right, but if the service disconnect is at the meter the service stops there and the rules for feeders take over and the feeder rules also require a disconnecting means at the building they supply 'nearest the point of entrance'
 
This could be also an AHJ or even Fire Marshall call..... Some jurisdictions we work in require disconnects on the outside of a structure even when not required for emergency disconnect. One in particular requires a lockable disconnect. Some let us just do shunt trip mains.

And Chicago requires the service disconnect to be inside. :happyyes:
Not sure how they would feel about having a disconnect located at meter 250' away.
