Main disconnecting mean outside parking building

Due to space issue in parking building, can we locate the main disconnecting mean of the parking in adjacent electrical building away from parking by road width only?

The electrical building is dedicated for parking only.

In general, no. While you can relocate the main to an adjacent dedicated electrical building, you will not save any space because the parking building will still need a remote-to-main building disconnecting means. See Article 225 Part II... specifically 225.30.

However, I do see one possibility: qualify under 225.30(E) and run multiple feeders to subpanels in parking structure. While special permission is not required, you should run it by the AHJ to see what is required to qualify for the "documented switching procedures", as the term is not defined or otherwise explained anywhere in the NEC.
