Do conduits from generator to main emergency distribution panel need to be underground or it can be concreted encased - above ground?

We need more details on the application. In many cases these conduits do not need any special protection.

Can the conduits from generator (located outside) to main emergency distribution panel (inside building) run above ground? Or should the conduit run underground, once it enters the building, it can be overhead with/without concrete encased to distribution panel location?
