Not sure what you are asking. Ground bars are usually inside the panel or MCC.

He could be in a telephone room or cell site. there are exposed ground bars and ground wires everywhere. But I don't think NEC applies to much of it.

The NEC doesn't care. I would guess that it needs to be in an area that's free from physical damage. We mount them either low at about 4' on the service room wall or high above 6'6" so no one will walk into it with their head.

I think that what the OP is asking about is addressed in 250.64(F)(3). It says you can put a bar with holes in it on the wall and attach GECs and BJs to it. It does not, however, give a required location. Since the bar is not energized, there is no requirement for working clearance.
