Main Grounding Method for a Secondary Service

I need to install in a multifamily property a secondary dedicated service for 13 L2 E.V. Chargers; we require to install 400 amps - 120-208v 3 phase service; the plan is asking for a 1-0 E.G.C. connected to the main cold water pipe and two ground rods; the existing service feeding the apartments has the same grounding method; my question is, Could I install a separate grounding method, or connect it to the existing one? I plan to run a 1-0 E.G.C. from the meter box and terminate to the first existing ground rod, but I am not sure it will be acceptable; the project is in Santa Monica CA; building inspectors are not too helpful in this City. Thank you
