With Enphase we are often bringing each 20A circuit from the roof to a small panel to combine outputs and leave with a bigger circuit. I think this is common practice. We use 8 space main lug panels for this purpose. My question is if this is still legal in the 2020 code with the changing of the six throws of the hand rule? Or does that just apply to services?

Or does that just apply to services?

It only applies to services, where you can no longer use MLO panels as service equipment. The 6 throws of the hand rule still applies, you just need to put them in separate enclosures or separate partitioned sections, when it is service equipment. The intent is to limit the amount of energized conductors present within each service disconnect, such that the other disconnect(s) do not have their energized load side conductors mix with the disconnect that is shut off inside its enclosure or partitioned section.

MLO panels are still OK to use as subpanels, without this change affecting them.
