Main Lug Or Main Breaker

Single family dwelling that has a 200 amp Main Breaker 3R feed through panel located on the building exterior
Can the 40 space 200 amp interior load center be a main lug since the feeders are protected from the panel outdoors?
It’s the same structure except the main is located outside.

I can think of a couple cases where main breaker would be required. Do you have four wire between the outdoor disconnect and the interior panel?
Since 2020 this can be more complicated. It's also why I don't like using the emergency disconnect only exception unless say I did an extremely large 3 phase single family. And I've only done one that has a 600a 3 phase.

Actually the 200 amp exterior breaker is not an emergency disconnect. We are not yet required here in Michigan to provide that.

It’s a 200 amp 3R 8 circuit load center with feed through lugs. I will be be feeding a 60 amp sub panel located in the attached garage from this panel as well.

If you were required to have the emergency disconnect I think since you have multiple feeds leaving this outdoor load center it would have to be regarded as both the emergency disconnect as well as the service disconnect and separate neutrals/grounds with each circuit that leaves there.
