main panel grounding

Hey mike, I have a condo unit that has a meter main. The main breaker is a 2 pole 60 main breaker. The panel needs to be changed due to rust. The problem that I have is that the old panel is an old pushmatic which we are replacing with a new murray 100 amp panel. I did not see any ground rods but it is close to the main water supply. To meet code how can i ground it properly and still pass inspection ? The area where the panel is located is not easy to get a ground wire to the ground rod. What is the alternative, if any ?
 
The water pipe is required to be supplemented by one additional electrode. This electrode is not required to go back to the panel. Can you connect the ground rods to the water pipe? Here's a good graphic.

Thanks for the response. The only problem is that there is no access to the outside from the electric panel. The utility room is located at the back of the unit, but another unit backs up the problem unit and there are two units on the sides. So getting a wire to the outside is a problem. I would have to go through the kitchen, living room and a den to get to the outside. The water main is located about 5 ft from the panel. Can I drive the ground rod inside the utility room and then just connect ot my water main and the rod ?
