I am reviewing solar plans. Everything is straight forward except the main panel. It is a 200A panel that doesn't have a main circuit breaker. The bus is directly connected to the utility meter. Is this legal? My thought is that there is no safe way to remove power from the panel if you need to service the panel. Am I missing something?

That may be what we call a six motions of the hand panel. In the branch circuits. Is their enough room for six two pole breakers? You could put a separate disconnect in front of it.

The five two pole breakers in the panel form a perfectly acceptable service disconnect under the NEC.
But the panel itself may only be *listed* for use as service equipment if there is a main breaker installed. Check the labelling and instructions for the panel.
