Main service external bar

Main service grounding electrode system external ground bus bar has a brass tag and white letter engraving as shown below. Would not the brass plate cause problems and so would the engraving. Has anyone seen this? Is this allowed by NEC 2017 or not?

Since the ground bar, by definition, is at zero volt potential, insulating it from the wall for a 2000 volt potential difference serves no purpose.
Except it is an easily achievable consistent spacing away from the wall. Yeah there are other ways, but there is nothing prohibiting it.
 
What is a "main grounding conductor? Typically those bars are used to connect multiple grounding electrode conductors from different electrodes, and/or taps to multiple service disconnects. So which one requires a label? Just more stupid grounding tin hat stuff.
 
A garage? Must be a huge one.

It really looks like the engineer or their draftsman copied a bunch of boilerplate into the set without regard for whether it's even rational.

A garage for parking cars or for servicing them? How big a feed is this garage getting? If it's a carpark, underground a fair bit of the load will be the fans but above there will be much less of them. With LED lighting, that load won't be great. Absent other info, any grounding bar like that is not necessary.
