Consider a 5000-square foot mansion being built, and it contains enough branch circuits to nearly fill two 200A service panels. What size main service would likely enter the meter outside? Would a 400-amp meter base be required, or could they use a 320-amp meter base that Home Depot carries? Which size service conductors would be likely be pulled into the meter base from the power company?

I've helped build and wire 7,000+sq ft homes (mansions) that had full double kitchens, full double laundries, spa, pool, mancave, and electric aux heat in 3 ACs, with a generator panel. A 22kw genset can run most of it (90A). A 320A service will usually be fine unless everything is electric (water heater, heating, stove, etc.).

You need to do a load calculation to find out what you have.

As for the POCO, they run what they want to.
