How does automatic generation control maintain system frequency near the scheduled value( usually 60 Hz ) during normal conditions.

The short, simplified answer is that when a low frequency is detected, prime mover power is increased (for instance by opening the throttle on an engine). When a high frequency is detected, prime mover power is decreased.
