Making connections with existing LV Distribution Panels

We need to do an interconnection with an existing MDP. There is a LOTO procedure and drawings and description about what and how to do it. The space behind the MDP is completely filled with existing cables. We have to be there. What are exactly the regulations for that? I mean do we have to cover those existing cables with something before we move there. Just standing on those cables doesn't seem quite right to me either. Of course, the power is off when we go to work there. I can't find the exact regulations how to deal with these existing cables. I hope someone can help.

What type of cables are those?
The installation is a giant DIY mess.

We are not familiar with your codes and safety standards. I would start over by removing each cable and reinstalling per your code

The NEC does not permit cable wiring as shown in the picture. The wiring method, of which many types are available, is to protect from physical damage. Start with NEC chapter 3 and article 300

And to answer your question, the NEC is an installation standard, not a maintenance standard. For working on that existing system, look at NFPA standard, 70 E.
