Manhole power

Situation: I have manholes with 13.8kV feeders routing through them. There is a 480VAC sump pump in the bottom of the manhole. There are 2" conduits in place for the 480VAC feed (separate but in same duct bank as 13.8kV feeders). The contractor wants to install LFMC versus RGSC from the 2" entering the ductbank to the pump controller to save money, make it easier and quicker install. Is this legal or is RGSC required?

The specs should say what's needed. I don't see why flex would be a problem though.
