Manual Pull Stations and smoke detectors HELP

I am planning to install manual pull stations with strobe lights for fire safety as per NFPA. This is for an elementary school which is a Class E location. The NFPA tells me that I don't need an automatic fire alarm system since the school isn't large enough. My question is, Is it necessary to add smoke detectors in addition to the manual pull stations for the school? The NFPA isn't too clear on this subject and I would appreciate it if someone could tell me exactly where it says that I need to add smoke detectors or if the manual pull stations and strobe lights are sufficient for the school. Thanks.

In my area, New Mexico, the State School Board has standards that are much more specific than the building codes. You might want to check with the school system also.
