Manufactured Rebar System

New 2 story commercial building, doing the dirt work. I have a feeder 4" PVC from an outside disconnect to panel A-B and two 4" for LV that need to extend out past the footing. The out of State GC's Super says that he has a "monolithic" slab and has a vapor barrier going under his manufactured rebar system. He wants these three 4" installed through the footing ditch, but after inspection HE wants to cut them, drop in plastic and his manufactured rebar, and he will install a coupling.

I could care less about the two LV runs, but I'm concerned about my feeder 4". Even if I came back and fixed it myself, I would have to insure that it's just where I need it to be under the disconnect. Have you ever had a Super want you to install something for inspection, and then want to fiddle around with it before a pour?

Another issue is this manufactured rebar system. I could add 20' of #4 to it, but I'm wondering if there is some approved 2 piece clamp that I have to use to attach it to the rebar system. Would be nice if I could just slip a ground rod acorn over one end.

A vapor barrier between the footing and the earth would not allow you to use the rebar as a CEE since it would not be in contact with the earth. As far as running the power conduit, around here that's considered electrical work and is to be installed by the electrical contractor who's name is on the permit not someone else.
