A 100A marine receptacle is being installed on a floating dock which is 18" from water line to top of dock. Does this need to be installed the required 30" from water line to bottom of receptacle even if it will create a tripping hazard ?

I think you answered your own question. It must satisfy two conditions:
1 - 30 inches above waterline
2 - 12 inches above floating dock

The conduit, wiring, and connections can be below this point if they are listed as submersible.
