I know it has been discussed that 30ma on ALL overcurrent devices poses a nuisance trip situation and some States have amended the Section to allow higher GF ratings on the mains.
As worded (since it says "devices") under the '17 Code, if you had a meter-main service would you need to have GF protection at the main, the feeders and the pedestals themselves ?

noncommercial docking facilities shall have ground-fault protection not exceeding 30 mA.
