Masonite covered walls

I am working on a remodel where the client wants to add additional circits to dwelling. Part of the job will have new drywall on the framing and so the wire up will be stright forward.
Part of the job is to install several outlets in walls of this old cabin where there is Masonite used as wall covering without drywll. The electriton is planing on just droping romex down the wall cavity to a pvc old woek box and says this will pass code.
On pevious jobs the electrition we used said he had to run flexable metalic conduet in walls that had paneling and no drywall.
While im sure it seem saffer to have the cable protected when droped loose in the wall cavity, is it nessesary?
