Masonry Objects within Equipotential Plane 680.26(B)(2)

If a masonry wall is within 3 feet of the pool edge, is it required to be bonded to the equipotential bonding system? I think it's probably a good idea, but I'm not finding a requirement in the NEC.

As I understand the referenced Article, ...No, you do not have to
install the EBS in to the masonry wall......I believe the intent is
for horizontal surfaces only, where someone will be walking on
it.

That said, ...IMO, if there are conductive materials inside that
cmu wall that is somehow connected to the structural steel of
the areas around the pool itself, then Yes, ...I would install an
approved method of grounding for that area as well.
