Master electrician license Application Question

Hi ,

I have a journeyman license and I work for a City water plant. I would like to get the Master license.
In the application I have to fill out the affidavit of experience. There is no master in the water plant.
My question is Who in the city can be the qualifier for my application?

There must be someone who oversees your work who has a license. I would check with your boses
