If a county allowed panels to be installed in closets,or nema 1 panels
installed out doors. Woud you do it?

Panel in a closet? Possibly, hard to answer. It was allowed at one time.
A nema 1 outdoors? That's like asking if a county would allow me to use bare wire for my ungrounded conductors. I dont need to answer that question.

I'd install a Nema 1 outdoors before I would install bare ungrounded
conductors. The thing is, just because it's "Allowed" doesn't always make
it right. If I were allowed to not GFCI SABC serving a counter top,I still would
GFCI those circuits. My state is under the 2005, Yet I install per the 2008.
I don't have too but, I do. I could care less if it were "Allowed" by my state
or not. I do what I think is "Right" not what I'm "Allowed". I hope you do well
in Texas BTW,It's tough out there!
 
Yes,, that is what I was trying to get out of you. It's just weird that some local AHJ's will allow it.

What they don't see is that someone might use that receptacle for an extra dryer some day and it will have a bare ground and no neutral. Hopefully more inspectors will pay attention and go by nec.
