Is it a code requirement for an Industrial Facility to have at least one employee that has Master Electrician License? If so, does this employee have to be directly involved with the electrical program (maintenance) of the facility such as hourly or supervision? Please reference code if applicable?

It is not a NEC requirement, it would probably be a state or local requirement.

I agree with jumper, you will not even find the word 'electrician' in the NEC.

Any licensing, permitting or inspection requirements are handled on the local or state level.
 
You only need an licenced electrician (qualified) if working on building wiring and the like. If you work on machinery you don't have to be licenced.

Their are plenty of Industrial Facilities that have no need for an electrician at all. If they wan't one they can just hire one for the day.
