Max breaker height if used as a switch?

404.8 Location. All switches and circuit breakers used as switches shall be located so that they can be operated from readily accessible place. ... 2 meters (6'7")

I think this is to limit the height of a switch and not the height of a breaker. If it's NOT being used as a switch, and just for overcurrent. is there a max height? I perhaps am trying to argue a point, but I appreciate your opinions.

Yeah, I don't see that the NEC cares what you intend to USE it as. The issue really is that if someone HAS to operate it, 6'7" is the average reach of a person who it 5' (60") tall (average "reach" is 1.32 x height). The idea is that if a 5' tall person had to operate that circuit breaker, including to reset it if it trips, they do not need to stand on top of something to do so. It doesn't matter that it's not being used AS a switching device.
 
I appreciate the feedback. I felt I was "interpreting" to my benefit. 240.24 (B) spells it out quite clearly. "Each occupant shall have ready access..."
