Max fuse size on load and adding circuit to this load

I need to power air handler mechanical equipment rated 3 phase, 208V, 70A max fuse, and 48.10 MCA, 17A FLA.

Can put a 120V, 3.1A condensate pump on the same 70A max fuse circuit? Will it trip?
 
No, the pump should be on a real 15- or 20-amp receptacle circuit.

You could obtain the 120v from that feeder with a sub-panel or a tap to a small panel.

What I mean is that i will tap 70A load side feeder and provide a 20A breaker to the condensate pump. i could do it that way?
 
Is there a neutral available at the air handler ?
(I ask due to the number of times I've seen the EGC used for a condensate neutral)
