Most likely the circuit breakers located within the heater are supplementary protection as per 240.10.
The nameplate ratings of A/C units and heating are not the same. A/C units also label the size ratings for the conductors, which is usually a smaller wire size than for other appliances, as per Art 440.
Also, the the OP stated the nameplate as saying the maximum OCPD is 25A.
422.1(A)Branch-Circuit Overcurrent Protection.
Branch circuits shall be protected in accordance with 240.4
If a protective device rating is marked on an appliance, the branch-circuit overcurrent device rating shall not exceed the protective device rating marked on the appliance.
The OP will need to use 25A OCPD for this installation.
Note:
Supplementary devices used in equipment look very much like standard overcurrent devices.
