can anyone tell me where i can find what the max. main breaker i can have for a panel is in the code book...also, i where i can find what the minimum size breaker i can have on a mlo panel(my old boss said it was a 2pole 30), but i cant find it anywhere

As your question is worded, I don't believe you will find either a maximum or minimum size breaker for a panel.
The panel manufacturer will list the the breakers specifics for their respective panels.
NEC 240.6 will give you standard sizes.
NEC 230.79 will give some minimum ratings for SERVICE disconnecting means, which does require a minimum of 30 amp for two circuit installations. This may be what he is refering to.

Correct me if I'm wrong I thought it was either 80 or 75% of the panel main?

I could be wrong but that seems silly to me. I mean if someone buys a 100 amp panel and the main breaker is says 100 amps shouldn't it be able to handle 100 amps?:-?

Yup, you're wrong. :)

A 100 amp OCPD can be loaded to 100 amps, but not continuously.

Unless rated for "continuous load" but it would be cheaper to buy a 125 amp panel.

Most 200 amp panels are rated for a maximum 125 amp breaker on the buss bar. I guess the main breaker panels are bolted and have a better connection to the bar but a plug in on the buss is limited -- at least in most resi panels.
