Maximum Fuse Size vs Breaker Size

I was going to put a piece of equipment on a 12AWG branch circuit protected by a 20A breaker. Looking at the spec sheet however, it states:

Total ampacity: 10A
Maximum fuse size: 15A
HACR-type circuit breakers can be used in place of fuses​

I believe that means the MOCP is 15A and I'll need to exchange the 20A breaker with a 15A one. Is that correct? Or is there a difference between fuses and breakers in this situation? I'm questioning myself because I don't know why the manufacturer didn't plainly state "15A fuse or 15A HACR breaker."

Correct 15 amp fuse or circuit breaker. Section 7.8 of the 11th edition of UL 489 granted HACR listing to all UL 489 Listed circuit breakers. There is no longer a requirement for special testing.
