Maximum height for a VFD

I just reviewed an existing installation and the client had installed a large AB disconnect as well as VFD's above the ceiling tile adjacent to the air handler served.

I always thought that both of these should be mounted no more than 6'7" to the center of the handle. I reviewed a few threads and there seems to be some details that I am having trouble figuring out depending on if it is a local disconnect, etc.

Are these installed legally or not?

NEC Art. 404.8(A) said:

adjacent to motors, appliances, or other equipment that

shall be permitted to be located higher than 2.0
m (6 ft 7 in.) and to be accessible by portable means.

Since we are not there, we cannot assess for you whether or not this applies.

But I'll add, seems silly to me too... the first time someone has to service that VFD or change programming, they will be cursing the person who made that decision. Might be, however, that they are using an Ethernet connection, so a lot of things can be done without ever opening the door.
