In 210.23(1) ?utilization equipment shall not exceed 80% of the branch-circuit amperes rating.? Aren?t we also directed elsewhere that no load can exceed 80% of any circuit? Where is this?

No. Many confuse the 125% rule for continuous loading with an "80% rule".
