Maximum number of hard wired smokes/ CO's

Does anybody know where in the NFPA it states a maximum number of hardwired smokes/ CO's?

Kidde says 24 Max, (18 initiating) in MFG's specs
Local Fire Saftey telling me he doesn't care, (wants 12 initiating Maximum)

NFPA 72 (2010) 29.8.2.2; and the AHJ is correct. Take a closer look at what Kidde has to say and you'll see it's 12 smokes, 6 heats/CO/manual pull, and 6 others (like a relay). See here on page 11.
