Maximum Number of 'Throws' Before Main Disconnect Required

I am searching the NEC for the Article that explains the when and where a Main Disconnect is required for a Multi Unit/Multi Service Building. I have a building with a (6) Meter/MCB Combo Disconnect, and I believe that I do not have to install a Main Disconnect before the unit (controlling the combo unit). Our local AHJ states that the maximum number of 'throws' allowed for all power to be disconnected is 3. HELP!

NEC says six. Unless you have a local rule that is different then six it is. As with anything there are some exceptions, but those mostly apply for special circumstances like fire pumps, emergency systems, parallel power production.

If there is a situation where more then one service is permitted - it is still up to six mains per service that is permitted.
