Maximum # of 90 degree bends-NEC vs. TIA-569

The NEC allows up to a total of 360 degree worth of bends between pull boxes but the TIA-569 states a maximum of two 90 degree bends or equivalent.
I assume code outranks standards and that the TIA limit is more of a suggested practice.
Would my justification on this be correct?
 
The NEC is the code rule, and TIA-569 is a design standard. Note that the instructions for some communications cables have pulling force and maximum degrees of bend that is less than what is in the NEC. Those instructions would be enforceable under 110.3(B).
