Maximum of service disconnects

I'm working on a shopping mall project and there are 13 disconnects/utility meters connected to the main service feeder. I often see shopping malls exceed the maximum of six disconnects allowable per 230.71. Is there some other code article that allows to exceed the maximum of six disconnects or are they just in violation?
Attached are pictures of the disconnects in a shopping mall electrical room for what I am referring too. Thanks.

Looks like there is a main between the two wireways (Photo #2) so the service disconnects to the left of the main are not really service disconnects.
 
I think you are right. At first glance, I thought it was feeding the meter next to it. If that is the service main breaker then the maximum six disconnects doesn't apply then from my understanding because like you said to the left are not service disconnects.

From what you have in the middle photo that appears to be correct.
 
Keep in mind also, there isn't really a "6 disconnect rule", there is a "6 disconnects grouped in one location rule." That applied with 230.40 exception 1 can result in more than 6 disconnects for a building.
