Maximum overload protection 430.32 (A)(1) or (C)

Apprentice here. Say a question asks for the maximum overload protection for a motor with a nameplate rating of 10A. Should I go to 430.32 (A)(1), or to 430.32 (C)? I read somewhere online that 430.32 (A)(1) should be treated as a minimum, even though the wording in the NEC says max. I thought one of my books wanted me to use 430.32 (A)(1) when asking about maximum overload protection, but my newest book wants me to use 430.32 (C), and it doesn't say anything about original overload not allowing proper operation of motor, which I know would then allow a clear cut use of 430.32 (C). Thanks. It would be nice if someone could explain the reasoning here, as opposed to just the answer. What would the journeyman test have me do? Is that same in all states? I'm in Oregon.
 
I'm not acquainted with enough tests to provide the "test" answer. My guess would be "C" if the question asked the "Maximum"
