Maximum wire size required for Grounding Electrode Coonductor

My understanding is that #3/0 copper is the maximum size grounding electrode conductor (such as the GEC to the building steel or metal water pipe), regardless of the size of the service. So a 1000A or a 2000A service would still require only a #3/0 GEC to the building steel. Right?
