I was at a "FIRE STOPPING" seminar this weekend, provided by 3M.

I have been to 2 other seminars by others, and well... I may have learned something the others did not teach. (this is why it does not hurt to go to as many of the seminars as time and money will afford)

In single Family Dwellings, there are only limited locations within the building that may have a rated fire assembly. Between floors (basement-1st floor, 1st floor-2nd floor) is not a rated fire assembly, therefore not requiring FIRE STOPPING. It will require FIRE BLOCKING, which is less costly and there are many diiferent methods permitted.

Do you mean "draft stopping" (between floors)? or is that another concept entirely?

Here is part of the IRC reequirement:
R602.8 Fireblocking required. Fireblocking shall be provided to cut off all concealed draft openings (both vertical and horizontal) and to form an effective fire barrier between stories, and between a top story and the roof space. Fireblocking shall be provided in wood-frame construction in the following locations.
As a building inspector I check for this in every house.

We have been told in the recent past, that Fire Stopping was required. All that is required is fireblocking. That means the contractor has many more alternatives, and it will be less costly.

...the following locations:

1. In concealed spaces of stud walls and partitions, including furred spaces and parallel rows of studs or staggered studs, as follows:
1.1 Vertically at the ceiling and floor levels.
1.2 Horizontally at intervals not exceeding 10'

2. At all interconnections between concealed vertical and horizontal spaces such as occur at soffits, drop ceilings and cove ceilings.

3. In concealed spaces between stairs stringers at the top and bottom of the run. Enclosed spaces under stairs shall comply with Section R311.2.2

4. At penings around vents, pipes, and ducts at ceiling and floor level, with an approved material to resist the free passage of flame and products of combustion.

5. For the fireblocking of chimneys and fireplaces, see Section R1001.16

6. Fireblocking of cornices of a 2-family dwelling is required at the line of dwelling unit separation.
