If you install the system bonding jumper at the transformer then typically you would not install another system bonding jumper at the first means of disconnect after the transformer.
Just for clarification you have system bonding jumpers when dealing with separately derived systems and main bonding jumpers when dealing with services.

Although a system bonding jumper and a main bonding jumper are essentially the same they have different names. A system bonding jumper is used for a separately derived system and you can only have one for the entire system.
