MC bundling

I have been using Caddy MCS series mc support brackets on jobs for years. I now have an inspector who considers this bundling. Even though they comply with 310.15 to eliminate bundling/derating issues. There are less than 20 current carrying conductors in each bracket and the brackets are 4 feet apart. The cables in the middle are loose (not tied) and in the hangers they only touch each other in 2 spots. My interpretation of bundling is if they are tied together tightly every 24" that would be bundling even though nobody seems to care if you run 6 cables through a hole in a stud every 16". This inspector says there needs to be space between all cables (cant tell me how much space)
I know everybody interprets the NEC in a different way but Am I missing something?

I agree with your interpretation based on the provisions of not more than 20 ccc and no bundling other than theses brackets spaced every 4'. However, there are more conditions for complete compliance. Each cable must additionally be not less than 12 AWG copper and have not more than 3 ccc each.
 
The question is does this device bundle the cable for more than 24"? Some say no, others will say yes because these are similar to bridle rings which are mentioned in Article 330. But as Smart stated even if we do call these cables bundled the 20 CCC exception for MC cables may make the point moot if all the conditions are met.
