MC cable in underground conduit

I know that underground conduit is considered a wet location.I want to run MC-XHHW (which is listed for wet locations) through the PVC conduit to a meter base outside. Was told by inspector that the cable needs to be listed for direct burial. The MC cable will be running from an apartment panel. were in the code does it state that the MC has to be listed for direct burial when run in underground conduit.

338.10(A)(11) In wet locations where any of the following conditions
are met:
a. The metallic covering is impervious to moisture.
b. A moisture-impervious jacket is provided under
the metal covering.

Using his reasonig any cable or conductor would have to be listed for direct burial if they are installed in underground raceways. Did he cite a code section? With that said, I don't think the metallic sheath sitting in a wet PVC raceway is the best idea. Why not just run XHHW conductors?
