There is no restriction assuming the "fill" is in consistent with Section 392.22(C). Also see Section 392.20(B). FWIW, this is one of the reasons cable trays are considered to be a "... structural system used to securely fasten or support cables and raceways" [Section 392.2] rather than raceways themselves.
 
Your original post did not mention the presence of condcutors less than 600 volt, but if there are any present then there are restrictions as noted in 392.6(F). Also, if any of the conductors are service entrance conductors, there are restrictions in 230.44

I see restrictions on mixed voltages in 392.20(B) and number of MV cables in 392.22(C) [2011], but no 392.6 at all. Did this change somewhere along the way?
 
Thanks guys for the responses. This cable tray would not have 600 volt cables in it just 5 KV and 15 KV MC cables. I our industrial facility we generally seperate these two cables voltages in different cable trays, which I perfer. However, a question was posed in regards to combining these two systems. Thanks again for your responses.
