132kv is not likely to be from an ungrounded source. Most likely he is standing in an insulated bucket from a truck.
The cable he was holding does not look like the wand used to neutralize the potential difference between him and the overhead lines in that case.

Well, mbrooke, the picture is now clear. They are hot line workers in the overhead bucket. As a routine, they should neutralize the potential difference between them and the live lines due to residual charges on the latter before commencing their hotline work. One man does it in the video and lights up a cigarette in the process.
