Mechanical interlockings with keys for MV and LV Switchgears

Does anyone knows if Mechanical interlockings with keys for MV and LV Switchgears could be avoided if some clients follow another type of philosphy (like papers procedures with skilled people) for O&M?

This is want I understand for the rules:

MV Switchgear = IEC 62271-200 and LV Switchgear = IEC 61439 are MANDATORY interlocking between different components of the equipment are provided for reasons of protection and for convenience of operation.


Mis-operations in electrical installations may expose operating personnel to danger and lead to electrical incidents.
 
Most applications you are describing are covered by NEC Article 702, where it says that equipment shall be suitable for the intended use and shall be listed, designed, and installed so as to prevent the inadvertent interconnection of all sources of supply in any operation of the equipment. This implies to me that a paper based method of operation is not good enough.
