I cant find it so I could be wrong but is their a code against hanging light with toggles attached to dry wall in a mechanical room or electrical room?

Technically it is against the sheetrock manufacturers instructions to hang anything from the rock itself. I don't know any NEC rule prohibiting it.

It is not a great idea. Last thing we want is for it to fall if we had a fire. NEC does not deal with it but building code might and fire marshall might not allow. With that being said i have hung thousands with toggles
