I have a customer who wants to move the ceiling outlet for their chandelier about 5-6". If there is not enough slack on the wires to move the box and I have to make the old box a j-box would covering the old box with a medallion create a violation of concealing the old box?
 
IMO no since the medallion is not part of the building structure. I've actually done this too.
 
I have done this in the past just to cover the hole in the ceiling but I was not sure about covering the j-box.

I'm sure that there are some arguments against doing this but if you remove the fixture and the medallion the box is accessible without removing the building structure. Here's the defintion from Article 100:

Accessible (as applied to wiring methods). Capable of being removed or exposed without damaging the building structure or finish or not permanently closed in by the structure or finish of the building.
