Medium Voltage Cable Grounding Conductor

I have been told that when running shielded 5kV EPR MV-105 cable, (3) shielded separate conductors, in conduit that it is normal practice that the grounding conductor only has to be a 600V insulated conductor. Is this true? Is it normal practice to use a 600V insulated conductor as a ground conductor in a medium voltage circuit? or does the grouniding conductor have to be a medium voltage insulated conductor itself?
 
There is no requirement that the equipment grounding conductor for a medium voltage circuit be an insulated conductor. 600 volt insulation is fine. I often use a bare EGC for underground duct bank runs.

Take a look at article 250.184 - in particular 250.184A1 (grounded neutral), 250.184B8 (grounding conductor)

and 250.186D (equipment grounding conductor) for impedance grounded.

Which matches what don said.
