Can 2 duct banks, perpendicular to one another, cross each other? One duct bank has the primary 15kV cables, the other has the secondary 480V cables.

I don't see any problem with the duct banks crossing each other. There would not be a problem running them parallel to each other either, with the possible exception of a derating issue if they would be run parallel.
