High resistance grounding is standard on 4160 to minimize damage during faults among other reasons. Over/under voltage is common but over/under frequency only if there is reason to suspect this. If fed from a utility there's no practical way for this fault to occur. There are extea requirements for transformers at 10 MVA* that don't apply at smaller ones.
