The IEEE Red Book is good. (ANSI- IEEE Standard 141 "Recommended Practice for Power Distribution in Industrial Plants".
Check Cutler-Hammer's Consulting Engineering Handbook available on line. The first chapter is a great synopsis of electrical design.

In addition to the IEEE Red book I would also recommend the Buff books and Grey books as well. I read them both and they give alot of information.

What is "Buff" book anyway?
IEEE Std 242 - "Protection and Coordination"
It's an excellent document - very long, but a lot of good information.

It's out of print and STILL expensive even if you can get it used, but I highly recommend D.L.Beeman's, Industrial Power Systems Handbook.
