Medium Voltage - Transient voltage surge suppressor

I need to test this. Does anyone know how to test? Can I use a 1000v megger if so does anyone have an idea of what the readings should look like. The manufacturer tech was no help. Thanks!

That is exactly what I was looking for. I figured balanced resistance values was a pretty safe bet, but I wanted to verify as I have not done much with transient voltage suppression systems. Thank you!
